Seminaari käsitteli vammaisiin kohdistuvaa pakkokeinojen
käyttöä ja perus- ja ihmisoikeuksien rajoituksia laitos- sekä avo-
huollossa. Asiaa pohdittiin lainsäädännön, erilaisten käytäntö-
jen ja valvonnan näkökulmasta. Kaikille avoin ja maksuton seminaari oli suunnattu viranomaisille, asian parissa työskenteleville sekä vammais- ja ihmisoikeusasioista kiinnostuneille.
Helsinki Hilton Kalastajatorppa -hotellissa pidetty seminaari oli yleisömenestys: VIKE:n projektipäällikön Juha-Pekka Konttisen mukaan paikalla oli noin 135 kuulijaa. Seminaari herätti paljon uutta keskustelua vammaisiin kohdistuvista pakkokeinoista ja niiden käytöstä ihmisoikeusnäkökulmasta. Myös Suomen allekirjoittama YK:n vammaissopimus edellyttää pakkokeinolainsäädännön uudistamista, joten aihe on hyvinkin ajankohtainen.
